BIOGRAPHY:
Tammy Castillo has a 30 year career in the building and construction trades. She began her career as an Operating Engineer when she entered IUOE Local 3’s Apprenticeship Program in 1988. She worked for Bay Cities Paving and MCM Construction prior to joining Local 3’s staff as a dispatcher in 1995. As a dispatcher, Ms. Castillo worked to fill staffing orders from hundreds of contractors throughout Northern California with highly skilled operating engineers.

Prior to becoming an apprentice, Ms. Castillo was a Squad Leader in the US Army.

In 1999 Ms. Castillo was promoted to Apprenticeship Coordinator and was responsible for overseeing the training of several hundred apprentices. Ms. Castillo acted as a labor-management liaison between the employers and the apprentices. She served as a member of the OE 3 Joint Apprenticeship Sub-committee for the Fairfield District.

Ms. Castillo was named Sr. Apprenticeship Coordinator in 2002. In her new position, Ms. Castillo was responsible for the training and supervision of OE3’s apprenticeship coordinators.

In 2005, Ms. Castillo was promoted to Assistant Director of the OE 3 Northern California Joint Apprenticeship Committee and transferred to the Rancho Murieta Training Center. As Assistant Director, Ms. Castillo was responsible for the training of over 800 apprentices throughout Northern California as well as the JAC’s Apprenticeship Standards. She managed several departments with over 20 staff members. Ms. Castillo also appointed to the OE3 Joint Apprenticeship Committee which is responsible for the oversight of all training center activities.

Ms. Castillo was appointed Director of Apprenticeship by OE3 Business Manager Russ Burns in 2013. As Director of Apprenticeship, Ms. Castillo is now responsible for all training center functions, administers a multi-million dollar budget, and oversees 2 training sites with over 40 employees who are located throughout Northern California.

Ms. Castillo continues to be an outspoken advocate for women and minorities in the building and construction trades. She is a member of the Western Apprenticeship Coordinators Association and the California Apprenticeship Coordinators Association. She has served on numerous committees and panels promoting women in construction. In her spare time, Ms. Castillo is an animal rights advocate and enjoys spending time with her family and pets.
